Contract mechanisms

FHI 360 maintains strong relationships with leaders, innovators, and experts around the world, and our reputation for excellence in project implementation has earned the trust of governments and other partners. We manage several contract mechanisms for U.S. government agencies and other funders, allowing us to be hired quickly through a limited competitive bidding process. These contract mechanisms — blanket purchase agreements (BPAs), indefinite quantity contracts (IQCs), indefinite delivery indefinite quantity (IDIQs) contracts, and leader with associate awards (LWAs) — help streamline the contract process and speed service delivery.

Funder: U.S. General Services Administration (GSA)

Project: GSA Professional Services Schedule
Period: 2021‒2026

Through this IDIQ, FHI 360 offers creative, science-based solutions to provide clients with immediate access to state-of-the-art program support. FHI 360 provides full-service support in social marketing, public education and communication planning, market research and analysis, creative materials design and production, press and public relations, advertising, community mobilization, training and technical assistance, and comprehensive program evaluation. We support programs from conceptualization and planning through implementation and evaluation. FHI 360 is on the GSA Professional Services Schedule for the following special item numbers:

Project: USAID Programming for Prevention and Peacebuilding (P4P2)
Period: 2023‒2030

This IDIQ contract aims to improve development outcomes in fragile, conflict- or violence-affected countries. It provides USAID with the means to implement programs that assist with:

  • Preventing the outbreak, escalation or recurrence of conflict and violence.
  • Promoting peaceful, resilient societies.
  • Adapting USAID’s traditional development work to account for its effects on conflicts.
  • Expanding USAID’s peacebuilding and stabilization capabilities.

Project: Education Grants Management Support Services (EDGMSS)
Period: 2020‒2025

This BPA focuses on grants management support services. Activities include pre-award, award and grants administration, along with post-award activities such as monitoring grantee performance and evaluating grant program results to inform future grant efforts.

Project: Procurement of Research Evaluation and Statistics Task Orders
Period: 2023‒2028

The Institute of Education Sciences (IES) of the U.S. Department of Education uses research- and data-driven insights to understand what works in education, for whom it works, and under what conditions. This IDIQ contract vehicle supports IES as the independent education research, evaluation and statistics arm of the U.S. Department of Education, providing a diversified and qualified pool of vendors to meet its needs.

Project: Evaluation Studies
Period: 2019‒2024

FHI 360 holds an IDIQ award with the Health Resources and Services Administration (HRSA), part of the U.S. Department of Health and Human Services, which seeks to improve health and achieve health equity through access to quality services, a skilled health workforce, and innovative, high-value programs. This IDIQ aims to facilitate focused, high-priority evaluation activities in support of bureaus and offices within HRSA. These activities include:

  • Conducting evaluation studies, evaluation-related services, and policy studies.
  • Developing, implementing and analyzing quality improvement projects to identify programmatic best practices.
  • Assessing evaluation capacity and developing and implementing performance measurement tools and data systems to monitor program performance.

Project: Support for Management of Data, Analysis, Design, Writing, Dissemination, and Program Implementation for Maternal, Newborn, Adolescent Health, and Aging
Period: 2022‒2025

This agreement with the World Health Organization (WHO) supports the management of data, analysis, design, writing, dissemination, and program implementation for maternal, newborn, and adolescent health and aging. The scope includes:

  • Data management, collection and compilation:
    • Creating and supporting data collection or compilation across multiple research study sites.
    • Creating online platforms for collecting data from multiple respondents.
    • Compiling data across surveys, assessments and monitoring sites.
    • Creating databases for analysis.
  • Statistical and analytic support:
    • Analyzing data from surveys, assessments or routine/administrative data.
    • Providing statistical support for research studies.
    • Developing the statistical component of protocol methods sections.
    • Creating and providing code in statistical software (for example, STATA, SAS, R, SPSS) for specific analyses.
    • Supporting WHO staff in their analyses. 
  • Design and layout for technical products:
    • Designing and laying out normative products (for example, guidelines and training materials).
    • Designing and laying out progress reports, briefs and journal articles.
    • Creating visualizations for online tools or web pages.
