Scott Wu has spent more than three decades combining his finance and innovation skills with a passion for global humanitarian endeavors. As the former chief executive officer of the California Infrastructure and Economic Development Bank (IBank), he led a public finance institution committed to improving quality of life for all Californians — prioritizing jobs, disadvantaged communities and climate solutions.
Before his gubernatorial appointment in 2019, Wu spent many years leading teams focused on financing beneficial and innovative solutions to large-scale public sector issues. He was a partner and head of investments for the Omidyar Network, a global pioneer in impact investing; a member of the founding team at Upstart.com, an online lending marketplace; and a co-founder of several innovative investment firms, including FTV Capital.
In 2013 he was selected to serve as a White House Presidential Innovation Fellow, advising USAID on its innovation investing activities throughout the developing world.
Throughout his career, Wu has remained involved with numerous organizations focused on refugees and migrants, social impact, global poverty, and people with limited access to education. He received his MBA from Harvard Business School and is a graduate of Dartmouth College.
Wu joined the FHI 360 board of directors in February 2022 and the FHI Foundation Board of Trustees in 2025.
