October 2016 — This document describes factors in Liberia that might be barriers or facilitators to implementation of a mobile money payment system for government health care workers. The data from this report are drawn from myriad sources, including an mSTAR ethnographic study of health care workers’ interactions with the current payment system, reports from the U.S. Agency for International Development and the United Nations Development Programme on the use of mobile money in Liberia, a payment-systems mapping conducted by Mobile Solutions Technical Assistance and Research (mSTAR) and interviews with various stakeholders in Liberia.
