October 2017 — The report describes the legal and policy issues affecting those at an increased risk for HIV in accessing HIV services. It presents findings from the six districts visited by U.S. Agency for International Development (USAID) Open Doors project and the National HIV/AIDS/STI/TB Council (NAC) and provides recommendations for the abolishment of human rights abuses, an increase in legal knowledge among members of those at an increased risk for HIV, legal and policy change, health care worker training in approaches that are sensitive to those at an increased risk for HIV, and the prioritizing of programming for these groups.
