2012 — This paper by the Educational Quality Improvement Program 2 (EQUIP2) argues that the basic opportunity to learn does not exist in many countries. If schools provided a basic opportunity to learn, significant improvements in learning could result. The paper assesses what basic factors create the opportunity to learn and to what extent the lack of these basic elements is a problem in developing countries.
