This publication examines time-loss factors as they relate to school management, time on task and achievement of new education goals set by the U.S. Agency for International Development (USAID) — particularly improved reading skills for 100 million children in primary grades by 2015. The study, which was conducted by the FHI 360 Educational Quality Improvement Program 2 (EQUIP2), suggests five critical areas that donors and ministries should address to support students’ opportunities to learn.

EQUIP2 (2003–2012), funded by USAID, worked in countries across Africa, Asia and Latin America to provide research and technical support to USAID and ministries of education.
