March 2024 — The Monitoring and Evaluation Systems Assessment Tool (M&ESAT) and the M&ESA Guide Version 1.0 were designed to provide a systematic approach for programs and local implementing partners to assess the functionality, effectiveness, strengths and weaknesses of monitoring and evaluation (M&E) systems. Version 2.0 of the tool includes the PEPFAR Strategic Information Capacity Assessment (PSICA) Tool’s performance standards. Both versions help programs and implementing partners identify gaps and develop plans for strengthening systems to ensure the availability of human capacity, financial resources, infrastructure, equipment and supplies to support the timely production of high-quality strategic information. Version 2.0 helps PEPFAR-funded programs or projects monitor and evaluate their M&E systems in accordance with PSICA standards.
The tools and guides can be used at program startup to assess compliance with the minimum standards for a functional M&E system. In addition, components of these resources can be integrated into M&E training as technical guidance or as ways to identify technical assistance and capacity-strengthening needs. The tools and guides offer flexible and robust methods and a participatory process to create strong M&E systems.
