As young people become more engaged in local civic and political affairs, they risk encountering a glass ceiling to substantive participation. Such a challenge to youth participation is often an issue of power imbalance. The first step to breaking the glass ceiling is for young people to understand, embrace and leverage their power as citizens so their success does not depend solely on the support of their adult and institutional partners.
