As the general counsel at FHI 360, Katherine Stroker leads the organization’s legal and corporate affairs function and is responsible for legal and regulatory matters worldwide. Stroker also supervises the contracting and product quality and compliance units and serves as secretary to the FHI 360 board of directors.
Stroker joined FHI 360 with significant private sector and government experience, including with three foreign affairs agencies: USAID, the U.S. Department of State and the Peace Corps. At the Peace Corps, Stroker served as deputy chief executive officer, overseeing operations and programs globally, as well as strategy, budget and information technology systems. Stroker also served as the Peace Corps’ chief legal officer.
Prior to working at the Peace Corps, Stroker was deputy assistant general counsel at USAID, where she advised senior officials on matters such as terrorist vetting, foreign litigation, diplomatic immunities and conflicts of interest. Before joining the government, Stroker practiced law at the international firm Dechert LLP. Stroker has also served as a federal law clerk in Philadelphia and as a lecturer in law at the University of Paris. She began her legal career as an associate with Arnold & Porter LLP in Washington, D.C.
Stroker is an active member of the District of Columbia bar and serves on the boards of the Society for International Development (SID) and Lawyers Without Borders. She has a law degree from the University of Pennsylvania and a bachelor’s degree from Yale University.
