May 2013 — This booklet provides guidance on developing a costed implementation plan and discusses lessons learned from the Program Research for Strengthening Services (PROGRESS) project’s experiences with costed implementation plans in Kenya, Nigeria and Tanzania. PROGRESS is a five-year U.S. Agency for International Development (USAID) cooperative agreement awarded to FHI 360 (2008–2013).
