SCALE+ is a local-systems-driven methodology to accelerate broad stakeholder engagement and collective action addressing complex development issues. The methodology has five components: (1) invest in collaboration, (2) map the system, (3) formulate a common agenda, (4) advance collective action and (5) measure results. This document describes the “invest in collaboration” component of SCALE+.
