December 2012 — In mid-2008, the Communication for Change (C-Change) project in Namibia undertook an ambitious program to improve HIV prevention communication programming throughout the country. A rapid assessment was conducted with social and behavior change communication (SBCC) programs on the national and regional levels to determine how they could be strengthened to achieve greater behavioral and normative change. This case study presents C-Change in Namibia’s systematic multilevel SBCC capacity strengthening approach and the principal findings, challenges and lessons learned from the assessment.
