Despite major worldwide gains in access to education over the last twenty years, there is increasing recognition that we are not meeting the needs of children and youth in conflict, crisis-affected and fragile environments. The Advancing Basic Education: Access for All Indefinite Delivery Indefinite Quantity Contract (ABE: ACCESS IDIQ) is a global funding mechanism that supports U.S. Agency for International Development (USAID) missions and bureaus in meeting the goal, by 2015, of providing increased equitable access to education for 15 million learners affected by crisis and conflict. USAID’s work in this area emphasizes ongoing contextual assessments, the expansion of safe learning opportunities, conflict prevention activities, education systems strengthening and building of an evidence base. Through the ABE: ACCESS IDIQ, FHI 360 will use its expertise and experience to partner with USAID to sustainably address the needs of a vastly underserved group of children and youth.
