M. Katherine Stroker, JDGeneral Counsel
Kathy Stroker is an attorney with more than 20 years of public-sector and private-sector experience. At FHI 360, she oversees legal affairs.
Stroker recently served as Deputy Chief Executive Officer and Acting Deputy Director of the Peace Corps, where she managed teams of senior officials, including the Chief Financial Officer, Chief Information Officer and the heads of policy, health services, recruitment, security and global operations. Stroker previously served as the Peace Corps Acting General Counsel, with responsibility for all legal matters affecting the agency.
Prior to the Peace Corps, Stroker was Deputy Assistant General Counsel at the U.S. Agency for International Development (USAID). Stroker advised senior USAID officials at headquarters and globally on matters including mitigating legal risk, foreign litigation, diplomatic immunities and conflict of interest. She has also worked as an Attorney-Adviser for the U.S. Department of State.
Before joining the government, Stroker was as a senior associate at the international law firm Dechert LLP, where her work included representing clients against allegations of criminal and civil misconduct. She served as law clerk for the Honorable Michael M. Baylson in U.S. District Court in Eastern Pennsylvania. She began her legal career at Arnold and Porter LLP in Washington, DC.
Stroker is an active member of the District of Columbia bar. She has an undergraduate degree in political science from Yale University and a Juris Doctor from the University of Pennsylvania. She served as a Peace Corps volunteer in Benin and speaks French and Spanish.
