FHI 360 is a leader in developing and implementing some of the most critical tools informing the worldwide response to the HIV/AIDS epidemic. These essential tools include behavioral surveillance surveys (BSS) and biological and behavioral surveillance surveys (BBSS). Such cross-sectional surveys track HIV risk behaviors as part of an integrated surveillance system. They supply vital information on how HIV is spreading in a country, providing the basis of sound policies and appropriately targeted and resourced programs.
Our experts pioneered the development of the rationale, methods, analytical tools, support systems, training guides and quality assurance mechanisms needed to conduct both types of surveys. We wrote the most widely used survey guidelines. In collaboration with national governments, universities and local research organizations, FHI 360 has implemented such systems in countries across the world. Through our training programs in these surveys, we have helped to develop the capacity of in-country health officials to lead subsequent analyses.
FHI 360’s expert team continues to develop innovative techniques and technologies in its surveillance work and participates in the global dialogue on the role of surveillance in addressing HIV. We are leading work with the World Health Organization on pediatric HIV surveillance guidelines. Additionally, we wrote and implemented guidelines on conducting size estimations for hard-to-reach populations. These guidelines help programs to determine accurate target numbers and implementation strategies and allow them to advocate effectively for their beneficiaries.
