To expand universal access to family planning methods, FHI 360 pioneered the development of costed implementation plans (CIPs), which are broad-based planning and management tools that include cost estimates for multiyear action plans. CIPs help governments translate their family planning commitments and goals into concrete programs and policies.
Family Planning 2020 (FP2020), a global partnership that works with governments, civil society, multilateral organizations, donors, the private sector, and the research and development community to deliver contraceptives to 120 million women by 2020, identifies CIPs as a key mechanism by which countries can operationalize their commitments to increase access to contraception.
Country technical assistance to develop and execute CIPs
FHI 360 was first engaged in developing a CIP to guide planning and implementation of national family planning programs in Tanzania in 2009, prior to the 2012 London Summit. We have subsequently supported other countries in the development of their CIPs.

Global technical leadership on CIPs
- Through our PROGRESS project, funded by the U.S. Agency for International Development (USAID), we produced Costed Implementation Plans: Guidance and Lessons Learned in 2013, which provides guidance on developing a CIP.
- With funding from the USAID K4Health project, we partnered in 2014 with the USAID Health Policy Project to develop several guidelines and tools included in the FP2020 CIP Resource Kit. The kit includes the resources necessary for program planners, ministry representatives and technical assistance providers to plan, develop and execute CIPs.
- FHI 360 has partnered with FP2020 to develop a series of case studies, called Gaining Traction, to document lessons learned in executing CIPs.
