This document describes the Monitoring, Evaluation, Research and Learning (MERL) unit of the Capacity Development and Support (CDS) project and how MERL ensured that progress was being monitored at every stage of the project. The document also highlights how CDS provided monitoring and development capacity development for partners, specifically through the Organizational Capacity Assessment Tool for M&E Systems.
