The President’s topline budget proposal submitted to Congress today would be devastating both for the American people and U.S. allies globally.
The proposal’s sweeping reductions to foreign assistance funding — including a 60% cut to global health programs and the gutting of lifesaving humanitarian aid — undercut U.S. national security, jeopardize the health and safety of both Americans and strategic partners, and represent a dramatic retreat from U.S. global leadership. Domestic programs managed by the Department of Health and Human Services and the Centers for Disease Control and Prevention that protect maternal and child health and prevent, monitor and address the spread of infectious diseases would also be wiped out.
Congress holds the ultimate authority to approve a budget that meets the moment and truly puts the needs of Americans first. FHI 360 looks forward to continuing our work with Congress as they finalize the fiscal year 2026 appropriations bill.
Notes for editors:
- The President’s FY 2026 Discretionary Budget Request calls for an unprecedented cut to non-defense spending.
- U.S. foreign assistance is overwhelmingly supported by Republicans and Democrats, with 89% of Americans saying the U.S. should invest at least 1% of its federal budget in such programs, according to a University of Maryland study from February 2025.
