February 2020 — This paper offers practical programmatic solutions that support second chances for young people in the United States impacted by the justice system and that raise policy and systems considerations to address equity, collateral consequences and opportunity. This collection of best practices was informed by work from the Compass Rose Collaborative, funded by the U.S. Department of Labor, which works to connect youth with education and employment opportunities, with the goal of reducing recidivism.
