Understanding the Legal Barriers to Accessing HIV/AIDS Services by Key Populations: Findings from Expert Panel Meetings in Zambia, Final Report

October 2017 — The report describes the legal and policy issues affecting key populations in accessing HIV services. It presents findings from the six districts visited by U.S. Agency for International Development (USAID) Open Doors project and the National HIV/AIDS/STI/TB Council (NAC) and provides recommendations for the abolishment of human rights abuses, an increase in legal knowledge among members of key populations, legal and policy change, health care worker training in approaches that are sensitive to key populations, and the prioritizing of programming for these groups.
