September 2020 — This resource reviews literature and other findings from nongovernmental organizations that point to an intermediary agency as providing the best model for delivering wraparound services to youth returning to their communities after involvement in the U.S. justice system. It describes how FHI 360’s Compass Rose project delivers comprehensive services, forges local partnerships and supports youth in ways that individual agencies cannot.
