This case study examines whether one of South Africa’s progressive education finance policies, the nofee school policy, has equalized — or is perceived to have equalized — school resources and educational opportunities in basic education. The authors indicate that the no-fee school policy has been more effective at reducing poverty than building equity or social cohesion.
