With more focus on repeat HIV testing of at-risk populations in Rwanda, it is important to understand whether these clients are returning for testing and if repeat testing is effective at reducing risk. The authors show that voluntary HIV couseling and testing clients who report high-risk behaviors are returning for repeat tests but that more intensive counseling may be needed to address certain sexual risk behaviors
