Acts of aggression by Russia are in direct opposition to the will of the Ukrainian people and the sovereignty of the Ukrainian state.

Critical work to advance youth education, increase economic opportunity and curb the spread of diseases like HIV and COVID-19 has stalled, leaving gaps that will not be easily repaired.
