In June 2014, the U.S. Agency for International Development awarded FHI 360 the Linkages across the Continuum of HIV Services for Key Populations Affected by HIV Project (LINKAGES), a five-year cooperative agreement funded by the U.S. President's Emergency Plan for AIDS Relief.
This guide introduces the enhanced peer outreach approach, which engages previously unidentified members of key populations for HIV prevention and testing, particularly those who are hard to reach and who may be at high risk or already have HIV.
LINKAGES has established a global Program Acceleration Initiative that will use its existing partnerships to accelerate and strengthen the delivery of the comprehensive package of HIV services at scale. This implementation guide is part of the initiative and sets out the steps that programs can take to deliver services to key populations effectively and quickly.
This publication provides guidance to governments, civil society organizations (nongovernmental organizations and community-based organizations) and other partners implementing HIV prevention, care and treatment programs with key populations.
